Current infrastructure does not support this. Also, without electricity coming from renewables this seems silly.

yes, but it depends on your definition of "rich". the ultra wealthy should be forced to pay their share. particularly on trusts and inheritance

Should the government raise the federal minimum wage?

Only if every other worker in the country gets the same increases as large as the increase in minimum wages. Otherwise no.
