Depends on intent. Manslaughter can be VERY accidental but has a serious consequence. Doesn’t make someone a bad person.

They should increase it for companies who are incredibly wealthy while small business should get a wage subsidy to help with the increased minimum wage

No, but the reason for violations should be kept in mind while charging the driver
