Yes, drug use should be treated as a health issue, but higher the funding for rehabilitation centers. The priority should be rehab centers first.

Should non-violent prisoners be released from jail in order to reduce overcrowding?
Yes, but they must go through education, skill building, and evaluations to be properly integrated in society. As well as completing community service.
