Yes they should—within reason. If strikes cause massive damage to a countries economy and infrastructure then there should be limits to strike duration and immediate action to encourage negotiations and mediation.

yes. Also if the government has to pass legislation putting workers back to work a separate "essential service" category should be added to the current "essential services".
