That or French. To be honest though, I don't see how an immigrant could live in this country for any amount of time and not eventually learn either English or French. Only for immigrants of working or school age without disability, financial struggles, health issues, family related or legal issues. Older and disabled immigrants often come to join their family and are not in a good position to be forced to learn a new skill. Similarly, people trying to earn enough to feel themselves or in high stress situations dont have the time to dedicate. Where required, let them choose between English and French.
