Should immigrants be required to learn English?

should be required to know conversational English, to make sure street signs can be read properly, they can call out for/respond to a call for help appropriately, and be able to effectively communicate at work. Mostly for the safety and ease for the individual, as well as it should be provided (maybe for free, maybe with a small fee) upon entrance to Canada

Yes, but only for non-surgical treatments such as puberty blockers and hormone therapy
