Yes, and they should be required to learn French as well.

Should cities open drug “safe havens” where people who are addicted to illegal drugs can use them under the supervision of medical professionals?
Yes, but only for drugs where withdrawal symptoms can cause death. Also addicts who show up must be sent for rehabilitation afterwards.
