No, 'people with disabilities' is such a large and diverse group that things that are accessible to some are inaccessible to others.

The government should set up a system that forgives all student loan debt still outstanding after a certain period past finishing school or leaving a program.

If they finish serving a sentence here they can stay, or they can be deported if it is safe for them to return
