YES. Rents are outrageously high and rent control is the only thing that slows that for profit land-lords creating the much of the housing crisis.

Should homeless individuals, that have refused available shelter or housing, be allowed to sleep or encamp on public property?
Yes, often the available shelter is dangerous and degrading and housing is over regulated by government control and doesn't allow them to live independently
