People are selfish and stupid and will intentionally drive in an unsafe manner and possibly injure someone if driving rules are not enforced

How stupid do you really believe that traffic laws are there for no reason! It's to prevent all sorts of problems like car crashes and such things.

While this would be preferable to the current system, this model could be improved upon greatly by privately owned and managed roads with voluntary and negotiable rules. For instance, one could imagine an individual that has an immaculate driving record but for frequent violations for speeding. That person could negotiate terms that would allow them to drive at excessive speed without punishment, but in the event that they cause an accident, they would be personally, financially and criminally responsible. I am in transportation, the 401 is the most dangerous highway in north america, the driving is getting worse every year and the police are not doing their job.
