Yes, then provide treatment for those testing positive, then terminate benefits if they continue to use after treatment.

In a setting which athletes are competing in a large scale, no. For non-profit things such as after school programs, should be up to each program.

Should immigrants be required to pass a citizenship test to demonstrate a basic understanding of our country’s language, history, and government?
Yes, but it should also ask questions which would speak about the individual and their perspectives, if they will be a functioning citizen, etc.
