At judges discretion, rehabilitation programs should start at 15 years of their serving time.

Should cities open drug “safe havens” where people who are addicted to illegal drugs can use them under the supervision of medical professionals?
Yes, however the nurses start weening the drug users off the drugs, not immediately cutting them off and not giving them as much as they want.
