No cap but large grants or loan forgiveness to students for in demand professions and extremely gifted students.

Yes at the recreational level but not at national Olympic level. Professional level that is private none of the government business.

Should disposable products (such as plastic cups, plates, and cutlery) that contain less than 50% of biodegradable material be banned?
No but add an substantial environmental levy on bulk purchasing so that reusable is more affordable for business than disposable. Increases jobs as well.
