It all depends on the crime, if it for a murder or rape conviction then NO, for other little crimes yes.

Should there be more or less privatization of hospital and healthcare services?
It all depends on your own life insurence and hospitals dont have enough bed to house all these people now, the government would need to make a bigger hospital.
