Certificate programs do not count; In the case of private institutions, the program must be full-time and a degree program (bachelor or master, for example); If the program is a certificate program, the other spouse must have a valid work permit and needs to be employed full-time.

I personally think that education should be free regardless. But, I feel it would be unfair to provide them with free education while we're, for example, going to the same school but I'm stuck paying for it.
