No we should not. But we should figure out different ways to penalize serious offenders rather than free room and board at the country club. And (depending on statistics of actual crime) Canada should be planning to prevent the criminal activity in the first place leading to the overcrowding.

pending on their crime. Murders, sexual predators, thieves and drug dealers should be transferred to less crowded places. But someone who accidentally killed someone (driving, etc) should perform community service.

Jail for illegal drug use should be abolished. Jail for the sale of illegal drugs should be upheld.

Depends on the individual and their case. We should invest more in rehabilitation but there should be harsher punishment in Canada too for more severe cases. We play in the middle too much. Harsh punishments for lenient crimes and lenient punishment for harsh crimes. It's a backwards system that needs to be abolished.

Non-violent prisoners should be sent to a separate prison, where rehabilitation is provided, after which they will be released from jail.

After serving a good amount of time in jail, if the crime is not that serious like shoplifting or vandalism then they could be released.

If they are properly evaluated to be non-violent and are willing to protect people in society, then they should be released to benefit both themselves and society whilst ensuring they're going to be working with the government under strict obligations to follow.
