Yes, but have these cities closely monitored, screen the people before entering, and limit the number of sanctuary cities.

No. Those cities should use the people for some jobs to maintain those cities. Start assimilating them in to the culture sooner than later.

There shouldn't be a need for sanctuary cities. Undocumented individuals who want to stay should be helped to get citizenship and revoked of their old citizenship or sent home if they are criminals or terrorists.

No. Sanctuary cities should be invaded by the military and the municipal government should be dragged out of office and their homes and sentenced to lifetime imprisonment.
