Case by case decision, some can be rehabilitated while other might not be. It is not black and white

Depending on the situation. Example if someone killed another just because they felt like it. Or were a serial killer targeting random people no they should never be allowed out.

But if someone killed another because of self defense or if they individual that was killed was a pedofile or rapist or something else extremely bad. Then the person that killed someone like that. Shouldn't be in jail in the first place.

Taking a life intentionally should be served a life sentence without the possibility of parole but I do think rehabilitation programs should be mandated

No, unless self defence was involved due to domestic violence or an attack where the justice system failed who was being given the life sentence. But yes to death penalty for those who show no remorse for the heinous crime committed purposely. And NO to letting people who claim “insanity” or get out of crimes due to their mental capacity, placing them in a facility where they cannot commit said crimes again instead of wiping their slate clean.

Once they are not considered a threat to society and after going through rehabilitation programs then yes

not all crime is the same, there are different circumstances so it's hard to just apply one standard.
