I think the use of drones can certainly be beneficial when applied to specific scenarios or areas of use such as fire fighting, police use, climate and natural research, however there is a line that needs to be drawn between commercial use for good and commercial use for nonsensical or non-beneficial applications.

No but also yes. This removes the fun of people who want to just play with a drone but at the same time removes the people who spy on people with a drone or revealing this info on the internet.

I believe that drone should be only used by the movie and television industry, for filming a movie or TV show scene. But in my honest opinion, oil and gas companies shouldn't be allowed to do so. If I have to be honest, I don't really see the true benefits of oil and gas companies' use of drone for commercial purposes. These companies would take lots of advantage over other beneficial remedies where they deserve more purpose.

I think the government should allow the use of drones for commercial purposes to only those who have some sort of paperwork.

Yes, if their operation is tightly regulated and integrated into existing air traffic control schemes.
