Yes provided they fufill a application of what the intended use is, and they are given restrictions to abide by regarding flying height, noise, timing allowed in airspace etc to prevent disturbance to citizens

There needs to be control in what is allowed, but there is benefits for using drones. As long as you are respecting people's boundaries and not annoying people.
