Yes, Ukraine should be able to join NATO if it wants to, and should be allowed to make that decision free of any outside influence (not from Russia, United States, or any of it's neighbors in Eastern Europe), however I realize it's often easier said than done. But, it must also fit the criteria and qualifications to become a NATO member as outlined in documents such as the Washington Treaty.
