Should all public buses and trains run on electric power?

It would depend if there is enough electrical grid support to support all public buses and trains

How will this be implemented, what's the plan, will citizens be incentivized? Who is building it? Government or Private entities? How long will this take? What is the cost? How Does this decision of Yes or No impact other urgent funding (ex. health care), how much will taxes increase, budget?
