Should postsecondary education be a provincial or federal responsibility?

Those is not descriptive enough

In terms of the teachings/courses, government should not decide, but should ensure what is being taught is within reason (ethical, etc.)
Funding could be subsidised a bit by federal, some provincial, but mainly covered by the individual.

Yes, but only for non-surgical treatments such as puberty blockers and hormone therapy
