No but create a fully paid higher education program and expenses for trade training (Journeyman 1) or bachelor of whatever is in demand and more funding for those higher end jobs like doctors, Scientists etc for those who served in the military and sign a 5 year National Guard type reserves corps. . That's how you get recruits.

The damage is done. You took out the loan, you pay back the loan.
However, moving forward student loans should be obtained solely through The Bank of Canada at low rates of SIMPLE interest - not compounded interest.
Additionally, university/college administrations should be reduced to the bare minimum in order to reduce the tuitions.
