No but create a fully paid higher education program and expenses for trade training (Journeyman 1) or bachelor of whatever is in demand and more funding for those higher end jobs like doctors, Scientists etc for those who served in the military and sign a 5 year National Guard type reserves corps. . That's how you get recruits.
