Don't charge interest. Offer free schooling for doctors and nurses with 5 year commitment in rural and isolated communities.

Yes, but only for Canadian citizens and permanent residents and if you move to another country within 5 years of receiving the education you must pay it back

I believe we as a nation should forgive debts to poorer people only if they do not misuse the right and continuously not pay tax.

Only if the student cannot pay for it in the next 20 to 25 years, or probably only cover for about 20% to 30% if they are in financial crisis (bankrupt, loans, mortgage, etc.).
