depends on other government guidelines, if other governments have good guidelines then yes, our government should follow those guildlines, if other governments have bad guidelines then no.

Yes, as a guideline. However, different countries have different needs. Canada does not cause as much pollution as China for example. Thus, we cannot treat them equally
