The issue is with the quality of immigrants, if we only allow higher quality ones (ie. educated and willing to assimilate into Canadian culture) then the quantity will decrease because there are less high quality candidates applying. I don’t think dual citizenship is a problem in of itself.

The fundamental reason why we started the immigration program in Canada was to support various welfare programs for an aging population. With the current levels of immigration, I do not believe that we have a sufficient young population support base, for our aging population. With the current global uncertainty, it would be the most appropriate time to lure the best of Global talent to our country and transition from a commodity-based economy to a services/ manufacturing economy.
