No, not if they are already a Canadian citizen. If they are still in the process of becoming a citizen, they should be deported.

No, if they are citizens and have lived in Canada for the majority of their lives they should be incarcerated the same as a Canadian citizen.

As long as the crime is also a crime in Canada and that their life will not be threatened if they go back (if Sentence isn’t something that’s illegal in Canada)
