Yes, but only if the crime is serious enough(such as terrorism), and after a investigation of the criminal has been done.

Depends on what the crime was, if they've served their sentence and if there's no fear that they will be a danger to their own country/its people.

Treat as any other citizen... through the justice/legal system. If they are not a citizen yet then if found guilty send back to their country no matter what that country’s policy... we do not have the right to dictate their laws
