It should be a federal responsibility because we live in a country where different places and provinces are poorer than others, and all over the country, people have the right to equal education. If we do not have an equal health system, some provinces will never improve due to a lack of students staying to learn in those schools.

I think it should be federal because people with difficulty learning language in Quebec should have the option of studying in English. Some programs are only offered in French and you can't necessarily afford to go somewhere else.
