I have mixed opinions on this because on one hand if we did that it would be like we are grouping Muslims together and accusing them of being terrorists. But on the other hand if it is for the safety of our community than maybe it is a good idea just in case.

No, but but the immigrant screening process should involve a very in depth "morality quiz/interview" related to human rights. For example, if your religion considers women unequal to men and you agree, you will not pass the test.

You will never know if someone is a terrorist before they do anything, so this seems incredibly flawed to me.
We should know who is in our country and offer support for transitioning over here. If they are required to work with a program/counselor for the first year in Canada, there is a better chance of getting to know them and knowing what their goals are.
