Yes, but the test should come 1 year after living in Canad to prove that they are a contributing member of society.

Only language testing, and no barring entry if they fail as long as they're willing to participate in a government funded language training program

Yes, only if they plan to vote since this means they have an understanding of our government and want to contribute. If they only plan to live here for a short period of time (not hoping to become a citizen), this is not necessary.

No because we have been convince that the current education system is teaching our true culture and history to our youth. Who would be the one to validate the answers to the questions asked in a non patisan manner.
