Should prisoners serving life sentences for first degree murder be eligible for a parole hearing after 15 years?
depends on the reason for the murder, if it was for an actual good reason then yes but if it wasn't then no.

Take it into consideration but every city is different and needs to also figure out whats best for that plot of land.
