Should prisoners serving life sentences for first degree murder be eligible for a parole hearing after 15 years?
Offer rehabilitation programs, but people with life sentences who are proven to have commited the crime should remain in prison.

Yes, as long as it has been at least 10 years since their release from prison and if not sent to prison their conviction.
