Should non-violent prisoners be released from jail in order to reduce overcrowding?
Yes, but place them under house arrest using an electronic bracelet and if they break rules they go back to jail

Should prisoners serving life sentences for first degree murder be eligible for a parole hearing after 15 years?
No, think of the victim's family if the murderer was given a second chance to walk toe streets. Not only would they be enraged, but I would also think scared

Yes, once they are out of jail and finished parole and not convicted for murder or violent crimes

Yes, as long as they are here illegally and it is safe to return to their country
