No, the government should have no role in interfering with private markets, but if we accept that degree of corruption in our country, then I would prefer to see the government taking steps do ban the deployment of battery-operated cars altogether.

No, an individual should be allowed to choose however make hybrid infrastructure more feasible. Make more electric heavy machinery like farm tractors etc. and make a "gas tax" on fossil fuel powered lawn equipment like trimmers, lawn mowers, leaf blowers
