This question is unclear. What does finanically accountable for a debt mean? Does the University owe that debt to another body? If so, No. they cannot become responsible for a student's financial situation. That is ridiculous so I cannot think that is what is meant by the question.

No. It is the student’s responsiblity to manage their financial outcome. Student loans should be harder to acquire and only applicable to certain programs.
