Yes, to an extent. They still need to go through an application process and there should be an honest system in place to vet applicants based on their own personal stories. Overall I believe the cost of education should be reduced for everyone.

No, low income international students are already charged more than citizens; it is nonsensical to provide them relief as there are current rules that dictate students must demonstrate a certain level of financial independence and autonomy

No. Low-income international students should not be allowed to study here, and the number of all international students should be greatly decreased.
