Should the government increase or decrease foreign aid spending?

Canada should not only decrease the human aid spending on other countries, they should try to eliminate it fully because most of our foreign aid that is sent to other countries is not getting received or is being sold there. I was in Lebanon and I saw different foreign aid from all over the world being sold on the regular rather than helping people with it.

The massive majority of aid given to countries in need is siphoned off by the corrupt government officials for their own wealth and not received by needy people so why give any aid?
