We should lower this budget, at first, until we can eliminate certain unnecessary plagues over our home soil. Once poverty, (non-parasitical) homelessness, racial/unprovoked hostility is lowered or non-existent, more funds can be distributed to foreign aid.

We should be selective in who we provide foreign aid too. Aid is provided to countries that do not require our help.
