Yes, immigrants should be allowed to hold dual citizenship, just as Canadians are allowed to hold dual citizenship with other countries. But the benefits need to weigh against the tax paid to Canada. You can't claim all the benefits without contributing to the workforce and paying taxes for any incomes received.
