I agree with "No, we cannot afford this" and "Yes, but only for Canadian citizens" because If the government forgive up loan debt, It could cause Inflation, however if the Canada government change policy on citizenship and government doesn't give it to them well, I agree with second sentance

Yes, but only for non-surgical treatments such as puberty blockers and hormone therapy
