If they have yet to become citizens, then yes, as long as it is safe for them to return to their country. Persons entering the country illegally, should be handled on a case by case basis to determine intent and if not malicious, they could be considered for immigration, if any degree of nefariousness is found, they should be deported if it is safe for them to return to their country.
