Diesel Electric busses with regenerative braking would be very effective, and rail should be run on straight overhead electric locomotives. Infrastructure costs would be high but long term maintenance and running costs should be much less. If some rail could be provincially run, then they could utilize subsidized power, if they already have crown corp for power.
