The changes from the individual are far too small to make a great impact within a certain time period. The biggest problem lies in corporations and government and therefor they should be the ones expected to make and be held responsible for the important, heavy changes

While individual actions certainly have an effect on the environment, they are not as significant as changes implemented at governmental and/or corporate levels. There will always be someone or some group that won't be willing to do their part, so it's best to ensure that as many groups as possible begin changing their habits. There is always strength in numbers.

I feel like the government can’t make any changes because without individuals nothing will be done.

Individual actions when done in numbers can of course make an impact. However, this doesn't mean that governmental/corporate changes can't make a similarly large - if not bigger - positive impact on the environment.

While yes I believe impact on the environment can be done on an individual level, I think that a bigger impact can be made on a government level such as putting more responsibilities on the corporations and enacting laws and regulations on private jet use.
