I think we are going about this all wrong. We have increased the need for addiction and rehab, what we need to do is nip things in the bud...more needs to be done to get illegal drugs out of the country. Stricter scrutiny at ports, airports anywhere goods are coming into the country to squash the sale of these drugs on the street. Producers of drugs internally need to be harder hit, not the poor saps, the users at the end of the equation. More needs to be done at the beginning of this cycle and not the tail end.
