Allowing ISPs to speed access to websites that pay more will starve out lower paying websites, as they will get into a vicious cycle of not being able to get lots of traffic because they can't pay enough, and then not being able to pay enough because they don't get enough traffic, leading to the internet being controlled by a small cabal of high paying websites.
