If private companies would bring enough revenue in to be able to advance with other community projects, then municipal governments should pursue that as an option. But, if you have the opportunity and the resources to make your community a better place for everyone, by building amenities that everyone can use, it would be my own personal opinion that this is usually the best course of action.
