No, they should be punished in the country because after all they are citizens of the country

Citizens should not be discriminated on the basic that they are immigrants or non-immigrants. This is important because no one should have a sword hanging above them , everyone should feel equal. Illegal immigrants are out of question here because they are illegal after all.
